Heilongjiang is a province of China|Chinese province, whose capital city, Harbin, is regarded as a center for musical innovation in China and is a "major concert center" http://english.people.com.cn/english/200008/06/eng20000806_47461.html. The city boasts one of the most renowned symphony orchestras in the country, and also celebrates Harbin Summer Music Festival. The city's large historical Jewish population are particularly known for their music talents, having founded the Harbin symphony, for example.
