Tseung Kwan O is located in the Sai Kung district in the eastern part of the New Territories, but sometimes it is regarded as part of Kowloon due to its close proximity to the city. In Chinese Tseung Kwan (將軍) means "General", and O (澳) means "bay". So Tseung Kwan O means "The Bay of General". The exact origin of the name Tseung Kwan O is unknown, but it is said to be named in honor of the General of the Ming Dynasty, who visited Tseung Kwan O at some point. Another theory is that the name was chosen in the 17th Century, when naval battles were fought against pirates from Japan at Tseung Kwan O. Before the development of Tseung Kwan O, it was a fishing village, about 600 years old. The New Town was developed in three phases:
