He was born in Dingxiang (定襄), Shanxi province, the son of Bo Yibo (薄一波), one of the Eight Immortals of Communist China. Bo earned a bachelor's degree in world history from Beijing University and a master's degree from the Chinese Academy of Social Sciences. He joined the Communist Party of China in October 1980. He was mayor of Dalian, Liaoning province from 1993 to 2001.
